Sachithra Senanayake has been green-lighted to play in Sri Lanka’s Mercantile Cricket tournament, after Sri Lanka Cricket analysed a report by the experts with whom the offspinner reworked his action.The board said “Sachithra has shown tremendous improvement” following the week-long remedial work he undertook alongside human movement specialist Daryl Foster at the University of Western Australia in Perth but was unwilling to indicate whether the flex in his elbow had been brought to within the 15-degree legal limit.Senanayake had undergone several rounds of biomechanical testing aimed at providing a scientific indication on his progress, during and after the remedial work in Perth. The reports generated from these tests specify the flexion in his elbow at each stage of the remedial process. The ICC test that had originally had Senanayake banned from international cricket showed him flexing his elbow as much as 43 degrees.”Even if the flexion has been given to us [in the University of Western Australia report], it is something which we cannot share with anybody,” board CEO Ashley de Silva said. “They have done post-remedial testing. We are happy with the results of the post-testing.”SLC said that Senanayake’s remedial work was ongoing under the supervision of local coaches, but appeared hopeful that he will be cleared to return to international cricket soon. An official release said: “SLC will coordinate with ICC on the date of his retesting in the near future.”The board’s cricket operations manager Carlton Bernardus did not set down a timeline for Senanayake’s international return, but said SLC would look to act quickly. “He’s one of our assets, so we need to get him back fast,” Bernardus said. “He will be monitored during the domestic matches, when he plays. He will be recorded. We want to see him not only in the nets but also on the playing field. We have the opportunity of going for a second test. We need to be confident. That is the confidence we’re trying to place in the player, by putting him on field.”There are disincentives for rushing a player back to international cricket too soon. If Senanayake is cleared to play international cricket again, and is once more reported and found guilty of contravening the legal limits of flexion within two years of his original suspension, he will be suspended from bowling in international cricket for a minimum of one year.The Mercantile one-day matches do not hold List A status, but are a major fixture in Sri Lanka’s domestic calendar. Although Senanayake’s action has not yet been officially cleared, the ICC’s guidelines on bowlers reported for suspect actions state that “a player that has been suspended from international cricket… shall be permitted to continue playing domestic cricket [under the supervision and consent of his home board]”.Senanayake had been instrumental to Sri Lanka’s limited overs success in 2014, and had been particularly effective in the World T20 and the ODI series in England. The World Cup in February is the obvious target for his return, but Sri Lanka also have seven-match ODI series against England and New Zealand in the interim.

Sri Lanka Cricket’s two-member security committee has arrived in Dhaka on Sunday, a day earlier than scheduled, to inspect the venues for the upcoming home series against Sri Lanka. According to sources in the Bangladesh Cricket Board, former SLC CEO Ajit Jayasekara and vice-president Mohan de Silva will be visiting the Zahur Ahmed Chowdhury Stadium in Chittagong and the Shere Bangla National Stadium in Dhaka over the next two days.Sylhet, the original venue for the first ODI on February 17, is not in their schedule, which effectively rules out the northeastern town’s debut as an international venue.The inspection is the final hurdle for the tour, after the violence due to the political situation in Bangladesh raised questions about it. SLC president Jayantha Dharmadasa said earlier this week that they would heed the inspection team’s recommendations before giving the green signal.This followed the BCB’s announcement earlier the same day that SLC had given them the go-ahead for the tour.Meanwhile, The Bangladesh Nationalist Party, the country’s main opposition party till today, have withdrawn their countrywide blockade after Sunday.

Mitchell Johnson has told England not to expect any let-up in the verbal barrage they will receive from the Australians when the second Test begins in Adelaide next week. The match referee for the series, Jeff Crowe, is set to speak to both captains, Michael Clarke and Alastair Cook, ahead of the second Test in an effort to ease tensions and remind the players of their on-field responsibilities after the sledging that occurred in the dying stages of Australia’s win in Brisbane.Clarke was fined 20% of his match fee for telling England’s No.11 James Anderson to “get ready for a broken f***ing arm”, a comment that was broadcast by the stump microphone, but no other players faced any such sanctions. However, commentator Shane Warne later claimed that Clarke was only sticking up for short-leg fieldsman George Bailey, who had been engaged in some verbals with Anderson leading up to Clarke’s comment.”I think it’s worked for us. I definitely think they’re rattled by it,” Johnson, who was Man of the Match at the Gabba for his nine wickets, told reporters in Perth on Wednesday. “They don’t like it at all. Obviously their coach has come out and wanted a truce from what I’ve heard. That’s not going to change from our end.”It was pretty quiet the whole match until sort of closer to the end and we know there’s definitely tension there, there always has been. “Throughout the series there will be more of it going on but it will be under control,” Siddle said. “Anderson brought it on himself. So fair’s fair. There was a lot of other stuff going on and James Anderson was in the thick of it and a culprit for it all happening. He is one of the leading wicket-takers in the world so he is happy to have a chirp but as long as Mitchell Johnson keeps bowling them around his ears that will quieten him up pretty quickly.”However, the sledging debate rose to another level when England’s Jonathan Trott returned home following the first Test due to a stress-related illness, although the England camp was at pains to say that Trott’s departure did not have anything to do with comments from David Warner that Trott’s batting had been “pretty poor and pretty weak”. Johnson, who has at time struggled under the weight of pressure and expectations, said he had been surprised by the news about Trott.”It was a real shock for me,” Johnson said. “It can be tough at times when it’s not going so well. You start to think about every little thing that’s going on in your life when you should be focusing on one thing. It seems maybe he’s thinking that way at the moment, and just needs to just get away from the game.”For me, when I had my toe injury, it was great to get away to freshen up mentally. I just wish Trott the best. Taylor and his temporary county team-mate Monty Panesar both enjoyed their audition against the Australians and both will hope to face them again next week after being named in England’s 14-man squad for the Old Trafford Test.Panesar’s chances of playing hinge largely on the condition of the pitch in Manchester, while Taylor’s hopes rest on the condition of Kevin Pietersen’s troublesome calf. Taylor, parachuted in from Nottinghamshire in order to gain some experience against the Australians, scratched around for his 121 not out and was dropped twice before he reached triple-figures but said if he received the nod in Manchester he would be ready.”It wasn’t the best innings I’ve played, it wasn’t one of my most fluent at all, but it’s about finding a way when you’re not feeling in the best touch and I did that,” Taylor said. “Mentally and technically I feel in a good place. I’m delighted to score runs, I don’t really mind how. It’s not how, it’s how many, and that’s how I go about my game.”Taylor’s two Tests against South Africa last year brought scores of 34, 10 and 4, and he was told by the selectors to go away, work on some technical issues and churn out the runs at domestic level. He has done that, piling up 824 for Nottinghamshire in the County Championship this season, and his hundred against the Australians was his third first-class century this summer.”I’ve worked hard on my game since I was left out,” he said. “It was a great experience playing against South Africa but it was all too brief, and I’ve gone away and worked really hard since getting left out. I’ve piled on the runs like the selectors asked me to and I feel like I’m in a good place now.”I was in a kind of a no-win situation in this game, but the purpose was to spend time in the middle against the red ball after all the T20 cricket in recent weeks and it was nice to do that against a decent attack. It was definitely a pressure situation – if I hadn’t scored any runs everybody would have commented on that, but luckily I did and got what I needed out of the game.”Like Taylor, Panesar got what he wanted out of the match against the Australians, picking up 3 for 70 in the first innings, and it was another confidence-booster after a difficult start to the summer. Panesar has managed only 21 wickets at 40.09 during the Championship this season but he said some remedial work with Peter Such, England’s spin bowling coach, had put his season back on track.”I kind of struggled early season, I was not getting the action I wanted to get, and then I went away and did a bit of work with Peter Such on a one-to-one basis to get my action in the right order,” Panesar said. “Over the Twenty20 period I’ve used the time to get my action in order, and in the Championship games and in the dry weather we’ve had I’ve tried to perform and prepare myself if the call came.”Panesar has an outstanding record at Old Trafford, where he has collected 25 wickets at 16.72 in three Tests, but it is five years since he last played a Test there. If, as expected, the teams are greeted with a dry pitch, a two-man spin attack could well be employed by England, and Panesar said he would fancy his chances against the Australians in such circumstances.”The England team have put them slightly under pressure, but the Australia team is a very competitive team, they are going to come hard at us. You always feel maybe against spin there is an opportunity,” he said. “But they are good players, you can’t completely discard Australia, they’re a competitive cricket team – but I do feel even in this game I was always in with a chance.”

IPTU: Palmeiras obtém liminar que suspende execução de R$ 55 milhões

O Palmeiras conseguiu na última semana efeito suspensivo para a execução de R$55,2 milhões em processo movido pela Prefeitura de São Paulo, que alega haver débitos deImposto Predial e Territorial Urbano (IPTU) do Allianz Parque. A decisão é do desembargador relator Ricardo Cunha Chimenti, da 18ª Câmara de Direito Público do Tribunal de Justiça do Estado de São Paulo (TJSP).

Corinthians e São Paulo estão, assim como o Palmeiras, discutindo com a Prefeitura uma dívida alegada de IPTU nos terrenos de seus estádios.

No caso do Verdão, a cobrança na Justiça é pelos impostos entre 2012 e 2017. O valor deR$ 55.240.589,62 é referente à maior fatia, de 2014 a 2017, mas ainda há ações separadas para os anos de 2012 e 2013.

O impasse ocorre pelo seguinte motivo: há uma legislação desde 1966 que dá isenção de IPTU a estádios de futebol na cidade. Em 2008, este benefício se estendeu à parte social dos clubes. O requisito é entrar com o pedido de isenção ao longo do ano referente, com prazo máximo de 31 de dezembro.

Em 2012, o carnê do Palmeiras já o colocava como isento, com lançamento como “nada a pagar”. Na visão do clube, portanto, não havia o que pedir de isenção. Até que em 2016, a Prefeitura enviou novo carnê, cobrando valor retroativo desses cinco anos.

A primeira tentativa alviverde foi, a partir da cobrança de 2016, pedir isenção – como normalmente ocorria até 2012. A Prefeitura negou, usando como um dos motivos a existência de débitos a serem saldados – justamente a quantia em IPTU que o clube considera ser isento.

O passo seguinte foi levar o caso à esfera administrativa, o Conselho Municipal de Tributos. Enquanto o processo é analisado pelo órgão, o município entrou com pedido de execução de dívida fiscal, querendo o bloqueio de receitas referente à cobrança.

Em primeira instância, em decisão do início de janeiro, o juiz Felipe de Melo Franco, da Vara das Execuções Fiscais Municipais do TJSP, havia dado cinco dias ao Palmeiras para indicar bens livres à penhora do valor.

Então a defesa do Palmeiras, feita pelo advogado Flávio Sanches, do escritório CSMV advogados, argumentou que não era possível já realizar a cobrança, pois os valores ainda vinham sendo discutidos administrativamente. Com o efeito suspensivo, o processo volta a ser tratado apenas noConselho Municipal de Tributos.

Denly returned after retiring with illness earlier in the innings and top-scored with 47, putting on 52 with James Middlesbrook, before Oliver Hannon-Dalby took the last two wickets to fall in consecutive deliveries. Denly was quickly back out in the middle, as Jimmy Adams departed for 4, but a 156-run partnership for the second wicket with Northeast helped ease MCC away from total embarrassment.”It’s been a good day,” Denly said. “I was disappointed to get out in the first innings the way I did, but I was very happy to spend some time out there second time around and get some runs. I didn’t really notice any change in the conditions during the day. Under the lights it skidded on a bit quicker, but this actually helped it to come on the bat quite nicely. In terms of the ball moving sideways or swinging, it was pretty consistent all day.”Chris Wright, who claimed 5 for 35 in the first innings, removed Northeast on the brink of tea and Dale Benkenstein fell to the first ball after the resumption but Denly batted gamely on and was involved in an unbroken stand of 79 with Trego during the evening session.
